OVERVIEW
Nestled against the eastern slope of the Sierra Nevada mountain range at the foot of Wheeler Crest is the community of Swall Meadows. The Mono County Board of Supervisors formed the Wheeler Crest Community Service District (WCCSD) in 1984. In Swall Meadows, the WCCSD manages two water system: the Hilltop Estates subdivision (upper) and Pinon and Rimrock Ranch subdivisions (lower). The local board consists of five members from within the District who serve without pay.
The County created two “Zones of Benefit” for the properties serviced by the two water systems, each Zone being funded primarily by special assessment of serviced owners. Both Zones charge hook-up fees, and the lower Zone also has an excess water usage fee. Properties within the District that do not receive water services are not included in a Zone of Benefit and do not pay any assessments or fees.
The upper water system was constructed in 1956. There are 14 lots serviced, an artesian well, a conventional well, and a 7500 gallon reservoir.
The lower water system has three wells, reservoirs of 100,000 and 120,000 gallons and a distribution system that not only supports the lots within the zone of benefit, but also serves as a water source for the Wheeler Crest Fire Protection District which services all of Swall Meadows.
Both water systems perform regularly scheduled sampling for water quality and are monitored by the Mono County Health Department. Sampling includes: total and fecal coliform, e. coli, general minerals, inorganic chemicals, volatile organic chemicals, nitrates, nitrites, lead and copper, and radionuclides.

Wheeler Crest CSD Service Connection Survey
The state of California has required WCCSD to determine, to the best of our ability, to determine the kind of pipe used in our water distribution system. That included our system up to the service connection to your property, and the type of pipe from the service connection to your house.
